The French press reported that Barcelona was not really serious about the deal to bring Neymar back, but because he wanted Lionel Messi to be happy, they had to "act" as real.

Things became even more "real" when news of Barca's representatives were present in Paris to discuss the deal before the Summer 2019 transfer market was officially closed. But according to Le Parisien, Barca's approach to Neymar does not stem from the intention of the team leadership. The reason why they want to or not still have to do so because they just want to make Lionel Messi ... satisfied.
How close the relationship between Messi and Neymar is, all understand. This pair of strikers from South America is close to each other both inside and outside the field, making Messi want to be reunited with his former teammates.
But because he did not want Messi to be dissatisfied, Barca had to try his best to "act" as if they needed Neymar. In fact, Barca has never "tried its best" even when Neymar expressed a desire to return to the La Liga defending team by being willing to reduce salaries and his representative insisted his client no longer wanted to stick with PSG.

Currently, PSG seems to be persisting in keeping Neymar's selling price at 222 million euros and Barca doesn't want to spend that much. They will try to persuade their loan partner Neymar in a season with a buy-out clause or a sum of money with one of the three Ousmane Dembele players, Nelson Semedo and Ivan Rakitic to settle the deal.
